Respectfully forwarded [[strikethrough]] with [[/strikethrough]] to 1st Lieut J.T. Kirkman Actg Asst Adjt Genl with the information that I have sent the following explanation to Bvt Col. J.D. O'Connell Commanding Post. "The men having but sufficient rations to last them till Friday - I had not time sufficient between Tuesday and Friday to make the request for transportation, receive the same, send and have the rations at this place in time, and consequently the men would have been several days without rations

These exigencies therefore required dispatch. I accordingly ordered the Corpl to proceed to Houston with one man for the same and not for the purpose of tampering with Lieut VanHorne's transportation orders nor to defraud the Gov't, nor of committing forgery, but simply changed the number five to the number one, thereby saving the government from paying for four extra persons. Being threatened by the Lieut of being reported to the Genl Commanding, I have the honor to refer the Lieut's communications with the above explanation for the information of Genl Griffin
