Corpl Smitzer informed me that the transportation I gave him for himself and party to return from Richmond to Houston Texas, had been changed for himself and one man to proceed to Houston on business. Hereafter you will please not tamper with transportation given to men of this Command. The matter will be referred to Bvt Maj Gen'l Griffin Comdg District of Tex. 

You are respectfully requested to send an explanation to this office without delay.
