declared himself almost unable to me this morning to attend to all these cases black & white mixed up together, daily [[strikethrough]] occasions of [[/strikethrough]] occurrences of violations of law and inflicting punishments, but it seems the more minds are gratified, the more are violated again, more injuries and secret damages are upheaved than the law has strength for it to reach, this sad state of affairs amongst the poor and the lower classes [[strikethrough]] a [[/strikethrough]] ought to meet more justice, truthful and impartial dealing but methinks Gold and influence and the fear of public opinion bribes the stoutest hearts of men.
Now, Sir, seeing this conflicting elements I am for one offer my services free and gratis against these aggressions, inequalities and disturbances of human society to assuage them by Kindness, love, persuasion and trying to bring these ill-directed minds to their proper course and status. Several of my fellow citizens asked me to write for some military authorities to be established here but as there are no public and forcible outrages or murders committed here, I have no cause no demand it, but one favor I would most respectfully solicit, to vest some authority in me that the freedpeople round here might know in whom to place confidence and reliance.
