States that the growing menace of lawlessness & crime to the Manifest inefficiency of the Civil Authority to prevent or check it clearly evine [[evince]] the necessity of Strenthing [[strengthening]] the Civil Arm and petitions that a small force of Cavalry to be stationed at this place for the benefit of the law abiding portion of the community. as these desperados could then be followed to the Woods or Swamps. where they usually go after infringing the laws, and brought to justice,

Vicksburg Miss  During my short stay in this portion of this Country I have seen the necessity for an efficient force of Cavalry as ther are many desperados Horse thieves and [[?]] [[?]] committing depredations & thefts on the law abiding citizens and seem not to fear the Civil Authority  I deem there petition Worthy of Consideration Military interference would in my opinion have a saluly [[salutory]] Effect
