A white man by the name of Frank Wingate was arrested by order of Maj Gen Griffin, to H.S. Johnson Sub. Asst. Com at Sumpter; for cold blooded murder on two freedmen, and sent to Crockett jail for safe keeping, with instruction to keep him safely until wanted, but F.W. Rhienhard ASSuBR admitted the man to a bail of $25,000, which bond has been forfieted and unpaid, and prisoner still at large, although I have used every exertion in my power to get him and failed- I am informed that the surities on the bond are running their property so it can not be reached — — — — — — — 
I do not believe that it is the intention of the U.S. Government, nor desire, that the freedmen should be overun or mistreated by the old slave holders As it is in Houston County, they might as well be put back into Slavery, as to enjoy the the limited rights, they get by a good portion of said citizens - I hope you will look into this
