I showed Capt Bradford a letter dated Washington D.C. September 2nd 1867 Signed by order of Maj: Gen'l O.O. Howard, Commissioner and A.P. Ketchum Actg Asst. Adj: General directed to me stating my appointment as agent of the Bureau at Crockett will take effect August 16th 1867 and "remain in force until revoked by orders from this office" &c &c and requested Capt Bradford to revoke his Special Order No 1 releiving me at Crockett Stating to him that I had relieved Mr F.W. Rienhard at Crockett by my being appointed in his place, also that Mr. Rienhard is not on officer in the US service, and I did not think Capt Bradford had the authority to appoint Mr. Rienhard as an agent in the bureau - Capt Bradford refused to revoke his order.

Mr. Rienhard took possession of my office and proceeded to discharge the duties of said office, Stating that he took no receipt for the papers when he turned it over to me and did not tender me any receipt for the same - 

The regard of a statement made by Henry Jennings (a witness) that I had collected two fines and charged a fee for him - I will say that in one case no fee was charged in the other, received five dollars for making an arrest paid by the party arrested in compliance with a section in the Civil Rights Bill - I was not very well posted but was of the impression that Sheriffs cost were to be paid by the party thrown in the suit,
