Dear Sir,

Your letter of September 17th is referred to me for reply. I will first answer your sixth question.- The military authorities can invest agents of the Freedmen's Bureau with any authority they can confer on other military Agents, in addition to that under specific Freedmens Bureau laws. This Bureau is in the War Department, and subject, under the law, to the orders and regulations of that Department.
