General

I have the honor respectfully to solicit information in reply to the following questions:

1st. Can Agents of the Freedmens Bureau arrest try and punish citizens for violations of the state law If so can they do this without the intervention of a jury or in cases where the civil authorities are both able and willing to try and punish for such violations?

2nd. Can they take from the custody of the Civil Authorities before trial prisoners charged with high crimes against the state and set them at liberty?

3rd. Can they take up and sell the stock of citizens appropriating the proceeds of such sales to their own use upon the pretext that such stock is annoying them?

4th. Can they imprison for debt?

5th. Can they refuse legal tender notes in payment of debts adjudicated and fines assessed by them and demand gold and silver coin only?
