[CIRCULAR LETTER.]

GENERAL,-I am directed by Maj.-Gen. O. O. Howard to request you to forward at once a list of Volunteer Officers whom it is absolutely necessary to retain in the Bureau for its efficient administration. Please ascertain also whether or not those officers are willing to remain in the service as civilians agents, and if any are not, you will nominate persons to fill their places, taking special care to know the men so nominated, for you will be held responsible.
