Sir:
I have the honor to report that the Justice of the Peace at this place (Mr J.J. Rhodes.) refuses to hear any case unless the parties making the complaint first deposit with him funds in amount sufficient to cover the costs. In cases of freedmen who have no money, what shall I do?

I await your instructions before taking any decided steps in the matter.
