Respectfully returned to Arthur B. Homer, Sub-Asst. Comr. at Columbia, whose attention is called to the enclosed letter of His Ex. E.M. Pease, Gov. of Texas.

When civil officers fail or refuse to do their duty, charges should be made against them, substantiated by affidavits, and forwarded to these Headquarters - also the names of suitable persons to fill their places - persons who can take the oath required by Act of Congress passed July 2, 1862, known as the "iron clad oath".
