We the undersigned Citizens of Dallas County Texas. having learned from Capt W.H. Horton. S.A.C. 40th Sub District Texas, that the troops are about to be withdrawn from this place. do hereby certify that we believe him (Capt Horton) to be in imminent danger of loosing his life at the hands of the Rebels: that it is by no means prudent for him to remain in this place one moment after the soldiers shall have been withdrawn.

We do furthermore deplore the condition that the Union men and Freedmen will be left in so soon as the Bureau and troops leave, for we well know that we and they will be exposed to the insults indignities & injuries of a ruthless enemy & we would most earnestly petition that other Troops be immediately ordered here for our protection & for a proper maintenance of the freedmans bureau.
