I beg respectfully to call your attention to the enclosed paper, and to request that you order the amount refunded
The circumstances under which this fine was inflicted were these
Mr. S Wright of Guadolupe county had held several offices under the state Govt before the war. and when the Registration Boards were [[?]] under the Reconstruction acts he  Wright went forward and Registered of course taking the oath that he had not aided the south in the war. When it became notorious that Mr. W had Registered the Roads met him and on being addressed by Mr. Wright Mr. R — said to him "You have perjured yourself and in future
