On the 4th inst. I received a communication from M.H. Goddin Esq. Sub Ass"t" Com"r" B.R.F. and A.L. Livingston, Polk, County Texas. stating open insurrection, disorder and violence, existed in his district of Polk County, and desiring that I go to his assistance. I did so on the 5 inst, being the third visit I had made on a similar request, and respectfully beg leave to inform you of the state of Affairs, in his district, and the result of my observations.
