it is the result of his own fears, and the tales of idle freedmen. if any disturbance does take place it will be caused by his own injudicious course, and lack of judgement.

His personal feelings of animostity are so bitter that he allows it to control & influence him in his Official duties as S.A.C. He does not confine himself to the case he has to adjudicate but the party under arrest is at his house, at his table etc. where he engages in a long political discussion, and then excited by it warmth, decides the case without investigation, & frequently without good reason.

I have no doubt that threats have been, and are being made against him, but these he magnifies into a general uprising at once against the government, such threats are constantly being made against every Bureau Agent. That a great feeling of hostility exists against him, I am
