Col. W.H. Sinclair
Inspector B.R.F. & A Lds

Colonel:

I have the honor to transmit herewith a copy of Major Harriss's cash account - which explains itself. I did not observe there was a balance due till last night, having but glanced over the account but casually - it gave me the idea that it was balanced. I doubt not but the money has been properly accounted for as it was reported under Par II Genl Orders No 1 - Series of 1867 - & that it is a simple inadvertency on his part not having made the proper entry to that effect

Under the circumstances I feel it my duty to submit a copy of the account.

Very Respectfully
Your Obt Set
