Lieutenant:

In compliance with endorsement from Hd. Qrs. Dist of Texas Apl 26th 1868 I have the honor to report that I have visited Hallettsville & find the facts in the case of Hugh Ames charged with an aggravated assault in the person of Emily Hill, one of his pupils, to be as follows viz:

On the 9th of March, Emily was very saucy to Ames, for which be chastised her with a switch about two feet long. He struck her over the head, & on the face; from the effects of the whipping she was confined to bed two days  The marks are still visible.

Pepper with whom the child's mother lives incidentally mentioned the circumstances to Judge Foster on the 16th of April, who replied by asking the question, why the mother did not prosecute Ames. Pepper was under the impression that it was not an offense which could be prosecuted, particularly against a Bureau teacher 

He went then to the Clerk of the Court who told
