Richmond, Texas, June 22. 1868.

Lt L W Stevenson.

Dear Sir:

I have the honor to introduce to you Mr E C Powell, a gentleman with whom I am acquainted.

He has been compelled to leave the town of Columbia on account of his union proclivities - True and loyal is he, and a native of the State of New York, a genial gentleman in his manners, and one whom I feel it my duty to assist as far as I possibly can.

It is impossible for him to establish a writing school here. - You will find Mr Powell to be the ablest and best freedman I dare say, you have ever seen.
