before mentioned. In some portions of that country the freedpeople hardly know what an agent of the Bureau is for. They dare not and do not presume to do anything contrary to the will of those who in times past have dictated what their line of conduct should be, and with an isolated agent once in 50 to 100 miles and troops farther apart still and with few union men brave or rather foolhardy enough to advise anything antagonistic to the sentiment of the people lately in rebellion, the freedpeople's condition as I said lacks but little of all the essentials of slavery. In the county of San Augustine and those bordering thereon I presume this condition of affairs exists to as great an extent as anywhere. Rebel sentiment is rampant and intolerance of anything savoring of loyalty or support of the reconstruction laws fully developed and openly expressed.
