General:-
I have the honor to request that Philip Howard. Esq. may be appointed an agent of the Bureau for this State at a salary of Seventy five Dollars per month to take effect May 1, 1867.

Mr. Howard was formerly an Agent of the Bureau and proved an efficient officer.

He has been on duty since the 1st day of May, and it was through mistake that a request for his appointment was not forwarded previous to this date.
