I have the honor to ask instructions on the following statements

1st  Can Fines imposed by Civil tribunals, such as Mayors, and Justices and Judgments rendered by them and regarded by the Sub Asst. Comr. as unjust and onerous be set aside by the S.A. Comr. or must they be reported to Hd Qrs. for review?

2d.  There are many old indigent Freedmen & women who are paupers.  I have applied to the County Police Court for relief for them and have been refused in every case.  As County Judge I have no control of the matter unless the Court is equally divided but in these cases they are unanimous.  These people are actually suffering and I wish some remedy or relief for them.  Has there been any part of the Fund appropriated by Congress for these paupers now assigned to the Dist of Texas and if so can any thing be done for these poor citizens from this scource?
