There being no Train at the time of Receipt by Your Telegram of June the 26th I ordered an Engine up from Hempstead and went down at once under Your Orders ("to investigate reported Disturbance between whites and freedpeople" at that point accompanied by a Sargent detailed by Order of Capt. E Collins USA Comdg. Post of Brenham.  On my arrival I went directly to the Mayor's Office and sent for that Officer and other citizens to inquire as to the cause and extent of the disturbance.  I learned that the freedmen were assembled in numbers at different points around Hempstead.  The principal Rendezvous being at Rock Island some 8 miles distant and that at this place they held two prisoners rescued from the hands of the Deputy Sheriff and charged with cattle
