in some way secured the Freedmen may not be able to get their crops to market in proper condition

I ask that some Instructions be given to me on these points viz

Will advances made to Freedmen of. Bagging & Ties constitute a Lien on the cotton on which they are placed.?

If so will the lien have preference over other advances made for supplies furnished the Freedmen - not including the Rent of Land, which by the Statute constitutes the First Lien on crops?
