It has seemed to me that an arrangement should be made whereas a plan should be made by a man like Olmsted (of whom Senator McMillan was very fond) and the Secretary of War should be asked to adopt this plan and carry it out as appropriations are made from year to year; and I was on the point of writing FWC on the subject, the family having the plan made, when I saw in the Anc Press an account of your meeting.
