Exhibition of American paintings held at the Capitol, as I really do. I am positive that if such an exhibition is given it will have a splendid effect upon our National legislators. I also feel like telling him that his plan of giving prizes seems to be objectionable for the following reasons:

First. "Only pictures owned by the artists are eligible to compete for the prizes."

This is surely going to prevent owners of pictures from sending their best examples.

Second. "A picture which has already received a prize in any other Exhibition is not eligible".

This, too, seems to me very unfair, as it would mean that a picture during its whole existence could, under these conditions, receive only one prize. You will remember that you and I discussed this matter in New York and I got the impression from our conversation that you had not fully decided whether or not you would care to exhibit.
