General:

I have the honor to report that nine hundred and twelve (912) Books have been loaned from the Free Library during last month

The Normal and Preparatory School of Howard University is increasing in numbers, over fifty (50) scholars being now in attendance

A few private Schools are kept up in the City but most of the teachers are recreating at the North for the new term, which is to commence on the 1st of October.

I have with yourself. Dr. Robert Reyburn and Rev. W.R. White, State Superintendent of Schools, spent eleven days in a trip through portions of West Virginia.  At Martinsburg we met members of the School Board, and fixed upon a plan for a School Building, and they promised to proceed with the work with our assistance.  We are to furnish the Brick, and all or a portion of the other materials.
