Sir:

I have the honor to inform you that I have been in charge of Industrial School & Distribution of clothing in this city since Nov 1st 1865, under Special Order No 17.  My exertions in obtaining goods were unsuccessful until the latter part of Novr. when I recd from the Bureau three boxes containing what is known as the "Post Office Goods" consisting of cast off clothing and some reminants of domestic cottons &c.  My School was delayed for some time awaiting assignment of rooms for that purpose.  Upon the first of December, however, I commensed opperations by taking nineteen (19) freed women in my private quarters in making re-making and fitting various articles of wearing apparel. - From which time the number of persons employed has fluctuated from that number to twenty three, according to the
