Dear Mr. Harper:-

Your letter of September 13th came during my absence in Europe and the present is the first opportunity I have had to express to you my approval of the resolution you propose to recommend to the Council concerning the payment by members of an annual fee of $10.00. the same to be used for establishing a suitable working fund. The proposition seems to me most excellent, and I hope it will prevail.

Believe me,

Yours very sincerely,
Charles L. Freer
