and as Follows by Brvt Maj. Gen. J.B. Kiddow May 18 1866.
Respectfully referred to Brvt Col. Wm. H. Sinclair for report, this paper to be returned.

and by Col Sinclair as follows, May 19th 1866.
Respectfully returned to Brvt Maj. Gen. Kiddow, In reply to the within charges, I have to state that I entered upon the duties of A.A.G. at these Hd Qrs about the 1st or 2nd of March - I found the writer of this employed as a clerk by the officer whom I relieved, and was informed by the officer that he was hired for one month and he continued as clerk for one month. Two or three days after I arrived here, the relative to whom Dodge refers arrived being "en route" home from Victoria Texas having been discharged from the Q.M. Dept. He applied to Gen. Gregory for employment and was employed for one month to gather statistics relative to contracts and worked upon them under the directions and express instructions of Gen. Gregory himself, He was not under my control nor did he work in my office. The relative was employed about the third of March and Dodge does not complain of being discharged until the 3rd of April (though he was discharged on the first) still he says I discharged him to give the place to my Brother-in-law. The question never arose as Dodge states whether he should be discharged to give place to my relative. I never dreamed of such a thing for had his claims been equal to those of Dodge, as to service, he knew of the Books of an A.A.Genl's Office and therefor was not the kind of man he required. Mr. Bartholomew my brother-in-law finished the work he was employed to do, was discharged and went home.
