You were sent to Hempstead to protect the freedpeople, The Civil Magistrates have nothing to do with you, and you must not pay any attention to any action they may take to interfere with you, and in the discharge of your duties, You are also authorized in cases where freedmen are being tried by Civil authorities to take the case out of their hands and try it yourself if you are Satisfied the freedmen are being unjustly and unfairly tried,

Respectfully returned. The action of Lieut McClermont was not approved in the case of Mitchell v.s. Anderson. nor was his Course in any Case satisfactory or authorized. He has been relieved from duty in the Bureau because of his Conduct on the trip he may into your Section. Further he had no business up where he was and adjudicating cases within your Jurisdiction. The arms he took from freedmen have been ordered returned, and the the fines imposed upon them re-mitted as unjust. illegal and unauthorized, A private note was sent you by Gen. Kiddoo, in regard to Mrs Mitchell's case and McClermont's action,
