Respectfully forwarded to Hd Qrs. Dept. of Texas, From the report of Capt. Craig, Agent at Brenham, I am fully pursuaded that this man would not get Justice if tried by the Civil Authorities. While in the hands of the Civil Authorities efforts were made to take him out of Jail and hang him. Hereafter I will only send such cases before Military Commissions as in my judgements could not safely be trusted to the Civil Courts.
