Respectfully returned to Maj. Gen. Kiddoo. I would be very glad to carry out the suggestions made within but it is out of my power. I have tried all winter to procure Guards to be Stationed in this State in the different Parishes, without success, and the prospect now is that in two months more the few men we now have will be discharged. If new troops are not raised and sent here I will not have an armed man on Red River after the 1st of Sept.
