Respectfully referred to Capt Rand. S.A. Comr for report. If your ideas of your duties are as Mr P. represents you are laboring under a very erroneous  [[?impresentions]]. No such orders were ever issued from these Hd Qrs. It is your duty to see that this woman gets her pay and if he refuses arrest him and force payment. This is a part of your duty as much as to see that the f.m. are not otherwise illtreated. Do not let such cases pass without taking action,

Brown Esq, Sheriff of Guadalupe Co. with the information that the mother of the children mentioned in his communications is their natural Guardian during her lifetime, unless she be demented or otherwise disqualified, and should not be deprived of such Guardianship even at her request, 

It is not decreed best at present to issue any general regulations pertaining to Guardianship of Minor freedmen until it is seen what course the Civil Authorities will take under the new State organization,

Respectfully returned to Mr Delano, Before any steps can be taken towards the payment of Agents it is necessary that they fill up and subscribe to the enclosed Oath. This Oath should have been taken by every Agent before they entered upon the duties of their office, but it was neglected when the Agents were appointed,
