The Com.d.g Genl desires to know if you have any papers in your possession relating to those enclosed herewith, and, also if you have any orders directing you how to proceed in such, or similar cases,"

Respectfully returned with the information that I have had communication with Genl Heintzleman in the Matter of W. Longworth's difficulty by Telegraph, Copies of which I herewith enclose. I also deem it proper to state that it is my oppinion that protection can clearly be given W. Longworth under the provisions of Genl Orders. No 3. W.D. A.G.O. He was a regularly appointed Agent of this Bureau. The Act of Congress creating this Bureau makes all its Agents and employees subject to and amenable to the Articles of War on account of its being a Bureau of the War Dept. Mr Longworth's case in my oppinion comes directly under that clause of Genl Orders No 3. which protects from "prosecution or suit in the State or Municipal Courts of such States all Officers and Soldiers of the U.S. and all other persons thereunto attached or in any wise thereunto belonging subject to Military authority, charged with offenses done in their Military Capacity or pursuant to orders from proper Military Authority" and I most respectfully req insist that he receive such protection and be immediatley released from the arrest to which the Civil authorities have subject him,
