This communication is respectfully referred to the Assistant Commissioners of the Bureau in States where labor can be obtained.
I deem the endorsement of W. T. Clark (Bvt. Brig. Gen U.S.V.) ample guaranty for contracts made for employment of Freeman by Mr Smith.
There is plenty of subsistence for laborers in Texas - I deem it greatly for the benefit of the Freedmen and for the interest of the Government to place any laborer at a point where there is plenty of subsistence and where labor is required that the Freedman may not only be self sustaining but be able to place himself in a position to be protected and provided for in the future.

You will continue to settle accounts as directed in Circular 23. The District Commander has been informed of the notice served on you by the Post Commander and he will probably be instructed differently.
