If it be impracticable to furnish these soldiers rations in kind, their communication accounts should be made out agreeably to Regulations and forwarded to the Depot Commissary at Galveston Texas for payment. 
The Detachment at Columbus have been receiving communication for some time from the Subsistence Department and allowed under certain instructions to the Commissary General of Subsistence from the War Department, published in circular no. 12 series of 1865 from the Subsistence Department, i.e. that commutation is allowable to soldiers doing duty with officers at stations without troops."
