Respectfully referred to Bvt. Maj. Gen. Griffin, Comdg. Dist. of Texas, with request that some measures be taken by which the damage sustained by these freedpeople may be paid for. This is the second time within 8 months that detachments of recruits in route for their commands have been destroyed their property. Will Bvt. Maj. Gen. Griffin please have the value of the damage done to these people stopped against the pay of the recruits, and the amount paid to them (the freedpeople.) In this connection I would also ask what action was taken upon the complaint of Capt. Miller dated Victoria, August 6, 1866 and referred to Maj. Gen. Wright in which the same freedpeople were sufferers to the amount of $318 by depredations of recruits for 4th U.S. Cavalry under charge of Lieu t. Bertrand, 4" U.S. Cav.
