Respectfully referred to Hd Qurs. B.R.F.&A.L. State of Texas. with a request that authority be given Enon M. Harris, S.A.C. to seize, and turn over to the nearest Quartermaster such horses as are within his jurisdiction, and to be prima facie evidence of belonging to the U.S. Govt.
Th burden of proof, private ownership, will rest on the claimants of such horses."
