Respectfully referred to the Asst. Commissioner of any southern state, with the information that I have received all the assurances in the case of the within named party required by the regulations under which transportation for freedmen from one State to another can be procured, (a copy of which is herewith inclosed) and respectfully request that immediate application be made for transportation for such number of laborers as he may be able to procure, under the provisions of the above regulations.
