Additional endorsement on the letter of Lewis H Dobson dated Galveston, July 17. 1867. with the following endorsement by Maj Gen O. O. Howard, dated Washington, D.C. August 1st 1867. (D 45.)

Respectfully forwarded to the Hon J. W. Brodhead, second comptroller for his decision of the question herein presented. It appears that John Williamson, deceased was a civilian employed as Sub. Asst. Comr of this Bureau in the State of Texas, and that there is a balance due herein payable out of the appropriation for the  Bureau, The within petition is that his effects may be taken to pay his debts without Letters of Administration_ Attention is invited to the within endorsement of Bvt Maj Gen Chas Griffin Asst Commissioner of this Bureau for the State of Texas.

Which was endorsed by F. W. Smith. Act Comptroller dated U.S. Treasury Department Aug 2nd 1867. as follows

"Respectfully returned to Gen O O. Howard Without letters of Administration the claimant is incompetent to give a legal acquittance to the U States"

Which was endorsed by Maj Gen. O. O. Howard per H. M. Whittelsey, Chf. Qr Master B.RF&AL. dated Washington, D.C. Aug 5th 1867. as follows.

"Respectfully returned to Bvt Maj Gen. Chas Griffin Asst Commr, Galveston Texas, inviting attention to the decision of The Second Comptroller endorsed on the enclosed papers."
