Galveston, Texas, Oct 17. 1867. Respectfully returned. Your action in this case is approved. However it is not deemed advisable or strictly legal, to rearrest a person, and try him after having once been tried, and convicted or acquitted. When civil officers do not administer Justice, they should be reported, and suitable persons recommended to fill their places. Your attention is called to the hurried and careless manner in you send communications to these Head Quarters. All letters and reports should be carefully and concisely written; and where there are two or more inclosures they should be so arranged.
