dated Austin, Texas. Dec 6,1867. endorsed as follows. 

Respectfully returned. I proceeded to Sterling Robertson, Co. and carefully investigated this matter.  The freedmen who make this complaint were fined by Mr. Randal S.A.C. for allowing their horses to make constant depredations upon the growing crop of the other freedmen employed upon the same plantation, this after repeated request had been made, that the horses might be secured & after several complaints had been made to him by aggrieved parties.

dated Bryan City. Nov. 13,1867. M vol.2.87 
Which was endorsed by J.L.Haynes. Apesfor dated Nov. 1867, as follows.

Respectfully referred to Bvt. Maj. Gen. J.J. Reynolds.
Comdg District of Texas. It appears that there are certain persons in Burleston County. who have hired freedmen. and planted. cotton, and they now wish to send their cotton to market (paying the tax thereon) in the their own names, and the freedmen think they will be swindled out of their share of the crop in which opinion it seems, Capt Miller agrees. My assistant assessor Mr. Mitlett also thinks there are some cases in which this will be done. There is no remedy in my power in such a case. When a planter renders his cotton for assessment, and pays the tax thereon the Assistant is bound to accept the assessment. He has no power nor have I to inquire into the rights of property or to refuse an assessment when tendered. Such questions as the within can only be settled by the Courts or by Military authority. Capt Millett states that it is 60 or 70 miles from Burleston City to the Agent of the Bureau, as that county is not attached to the Austin District, and the Bureau offers little protection thereby to the Freedmen.
