Additional endorsement on the letter of J.M. Couget dated Galveston, Texas, Dec. 20, 1867. (C.32)
Which was endorsed as follows by. Bvt Maj G.M. Bascom, S.A.C, dated Galveston, Texas, January 5, 1868.

From what I can learn Mr Couget's statement is in accordance with the facts in the case. He admits having had intercourse once with the Girl, but claims that he paid her the usual. price. as others had done before. The following is her complaint as shown by the records of this office "Annie complains that Mr C.- lived with her, and told her she should be the same to him as a wife. A child was born, Mr C. will not support it or have anything to do with her." Judge Thompson a citizen of this place informs me he was present when Genl. Griffin's A.A.A.G. promised that on application $200.00 of the penalty should be remitted. I recommend that the petitioner's request be granted.
