Which was returned by Wm H Rock dated Richmond Texas Jan 25, 1868, with the affidavit of William Freeman, which sets forth that "he never authorized the said Clark to employ hands for him to come to Texas. neither did he authorize Mitchell & co to furnish said Clark with provisions for said hands, that it was the object of Clark to take the negroes himself to Mississippi to look for him during the year 1867 and that he obtained the goods from Mitchell & Co. under false pretenses. &c. &c.

Respectfully returned. H. S. Johnson, late Sub Asst Comr. at Sumpter has been shown to be a swindler in repeatedly sending fake vouchers to the D.O. Bu R.F.&AL. On being detected in Dec last he absconded and has not been heard from since. I should place no confidence in any certificate of his. I am credibly informed that but one soldier was treated by Dr. Teagaiden and that he died on the third day of sickness.

Which was referred to Bvt Lt Col. W. B. Pease, S.A.C. at Houston, Texas, for investigation and report dated Austin Texas, Dec. 30. 1867.
And was returned by him dated Houston, Texas, Jan 30. 1868 with a report substantially as follows.
1st That the claim of the woman against Mr Ramsey was a just one. 
2nd That the decision of the Justice of the Peace before whom the case was presented to have been tried, was an injust one and not in accordance with the facts of the case,
3rd That the action of Lieut Van Horne in reversing the decision, compelling payment of the debt, and inflicting a fine on Mr Ramsey was right and proper, and in conformity with the general instructions issued to officers and Agents of the B.R.F&AL.
4th That in making these complaints and misrepresentations, Mr Ramsey was activated by malice, bitterness, and animosity, to the Government, and it's Officials, &c.
