Endorsement on the letter of J. G. Blaine dated Washington. D.C. March 19. 1868.  B. 103. EB 211. Which was referred to the Chief Q.M. by order of Maj. Gen O. O. Howard dated Washington, March, 21. 1868, endorsed as follows,

Respectfully referred to Gen'l H. M. Whittlesey. Chief Quartermaster. Approved.
The transportation will be sent to the Asst Commissioner of Texas, with instructions to use it, if no contract for labor will thereby be interfered with.

And was again endorsed by order of Maj. Gen. O. O. Howard, per/ chief Q.M. dated Washington March. 23, 1868, as follows.

Official copy respectfully referred to Bvt. Maj. Gen. J. J. Reynolds, U.S.A. Asst. Commissioner, &c Austin, Texas, with transportation order. No. 254 for transportation of the within named freedpeople enclosed. Reference is made to the preceeding endorsements of Gen E. Whittlesey, A.A. Gen., if the parties named are under no contracts for labor. the Asst Comr will cause the transportation to be issued and sent to them. otherwise. the order will be returned to this office for cancellation.

And was forwarded by. Lt. J. P. Richardson, to S.A.C. at Wharton, dated Austin, March 12. 1868.
And was returned by. N. B. Jenkins. S.A.C. at Wharton. dated March. 31. 1868. with a report to the effect that. -

On the receipt of S.O. No 21. he wrote to Gen Reynolds to see if the order could be revoked. to he received an answer that if could not. on which he wrote to Col. Pease for transportation for the men to Houston. to which he received no answer, upon which he sent one of his men to Houston. for the transportation, upon the receipt of which. the men immediately started for Houston. -
