Respectfully forwarded to Headquarters B.R.F&A.L. for instructions how to proceed in this case and like cases occurring in Montgomery County my opinion is that. there is only one way that justice can be done. the freedmen in Montgomery. County and that is by sending a guard of soldiers and arresting those parties who defy the Bureau. and the Civil Law/ when there is a probability of a freedman getting justice,

No troops can be furnished.
There is no way in which this freedman can obtain redress except through the courts, and such as the Agent of the Bureau can afford.

The action of Lieut Stevenson in this case is dissapproved.
The mandate of the District Court of June 11, 1868 ordering the release of the prisoner for the reasons that there was "not in the opinion of the Cort" sufficient evidence "to sustain the charge" will not be interfered with.
