Which was referred to Lt Joe Welch Supt of Schools dated Austin, Texas August 3, 1868 for remarks and was returned by him dated Austin Aug 8, 68 endorsed as follows.
Respectfully returned to Lieut Chas A. Vernou A.A.A. Gen with the following information.

No effort has ever been made at Galveston or Lavaca to build a school house and no application has ever been made for assistance.

All rents for school houses have been promptly paid as the records will show.  The rent of the private house for the residence of teachers at Galveston was discontinued Feb 29, 1868 after the Bureau had paid for it $105.00 per month for 11 months. No School House rent has ever been refused or neglected assistance is always given when applied for if the case is worthy.
