Which was returned by order of Maj Gen. O. O. Howard dated Washington, D.C. September. 25, 1868, endorsed as follows.

Respectfully returned to the Assistant Commissioner of Texas. Upon investigation in this city no copy of any oath taken by Mr Browning can be found. If the certificate is lost it will be necessary for Mr Browning to file another. and satisfy the Disbursing Officer for the State of Texas, of the date on which he first took the prescribed oath.
