Which was endorsed by him Feb. 4, 1869, at Houston. Texas as follows:

"Respectfully returned to Hd Qurs. Bureau of R.,F., & A.L., State of Texas, with the following information. 
I was appointed as clerk in the Bureau from Washington, D.C. Oct. 18, 1867 and on which appointment, S.O. No. 94, Ex I, dated Hd Qurs. Bureau R.,F. and A.L., State of Texas, Galveston, Oct. 16, 1867 was issued, in which capacity I served until appointed S.A. Commissioner per S.O. No. 20. Ex III. dated Austin. March 18. 1868."

Respectfully returned. Mr. Schmidt was appointed a clerk in the Bureau by the War Department to remain such until the appointment should be revoked by that Department;; hence this communication was referred to him for "his information and not for any information desired by these Headquarters.

"For information whether the Disbursing Officer has received the within mentioned fine, and if so. for what was the fine imposed."
and returned by Bvt. Capt. C. S. Roberts A.A.Q.M. & D.O. March 9. 1869, endorsed as follows:

"Respectfully returned to Lieut. Charles A. Vernou, A.A.A. Gen. Bu. R.,F. & A.L., State of Texas. The records of this office show that in July, 1867 R. A. Rodes charged with 'abusing loyal men' was fined $50 by Bvt. Maj. Geo. W. Smith. then S.A.C. at Seguin, Texas, and that this amount has been turned over to the Chief Disbursing Officer, Bu. R.,F., and A.L., at Washington, D.C."
