Dear Mr. Freer:

Referring to our conversation on March 31, concerning the arrangements for drawing up the papers relating to your collections, I would say that Mr. Frank W. Hackett, the attorney of the Institution, is prepared to take up this matter on the part of the Institution at any time. During the next ten days Mr. Hackett has no engagements that will take him from Washington, though a later date can be fixed if it would better suit your convenience.

I should have written you on the subject sooner, but our appropriation bills have just been under consideration by the House of Representatives, and this important matter has occupied all of my time for the past two weeks.
